Suzuki Harunobu (Japanese: 鈴木 春信, 1725–1770) was a Japanese designer of woodblock print artist in the Ukiyo-e style. Sakura Cherry Blossoms Opening News March 28

It's widely said that after opening of Sakura full bloom is expected to arrive in one week to 10 days. However this year is not so. Because of cool weather since the first opening in Tokyo on 21st, the weather has not been favorable for flowers. As of 28th, or one week after 21st, Tokyo's Sakura is yet even 20 % open or so.
